In CARICOM, the situation is dire. An estimated 2.8 million people need food, and approximately 800,000 people urgently need emergency shelter and basic amenities, including healthcare. The United Nations Refugee Agency is stretched thin in the Far East and parts of Europe, leaving CARICOM to fend for itself. It is where our relief program for humanitarian aid, the KMFAP CARICOM Humanitarian Aid Delivery Plan (KCHADP), steps in. We are leveraging the resources of various NGO and nonprofit organizations, along with government donations, to reach the sick and the needy across CARICOM. Our initiative is set to change the landscape of humanitarian aid in CARICOM within the next five years by 2029.

As stated in its Charter, one of the United Nations’ purposes is “to achieve international cooperation in solving international problems of an economic, social, cultural, or humanitarian character.” The UN first did this in the aftermath of the Second World War on the devastated continent of Europe, which it helped to rebuild.

The international community now relies on the organization to coordinate humanitarian relief for emergencies caused by natural and manufactured disasters in areas beyond the relief capacity of national authorities alone. But how much can they do? There’s an old proverb saying God will help those who help themselves. We must take this approach in CARICOM now, where our citizens are concerned about humanitarian Aid.

(KCHADP) counselors must visit displaced families every day to talk about their stresses and offer support to children who have lost their parents. Given the vast presence of social media today, this program can be done online or in person.

The Office for the Coordination of Humanitarian Aid Affairs (KCHADP) of the KMFAP CARICOM Secretariat is crucial in coordinating emergency responses. The mandate of the KCHADP stems from the General Assembly resolution minuted meeting of March 2024. It states: “The leadership role of the KNIGHT COMMANDER, Chairman/ Ambassador prior, Of KMFAP CARICOM Is critical and must be strengthened to ensure better preparation for, as well as rapid and coherent response to, natural disasters and other emergencies. This should be achieved through coordinated support for prevention and preparedness measures and the optimal utilization of, among other things, an inter-agency standing committee, consolidated appeals, a central emergency revolving fund, and a register of stand-by capacities.” The KNIGHT COMMANDER’s leadership is the backbone of our plan, ensuring its effectiveness and success.

The KMFAP CARICOM Central Emergency Response Fund, managed by (KCHADP), is one of the fastest and most effective ways to support rapid humanitarian response for people affected by natural disasters and armed conflict. Your support is crucial, whether as private donors, NGO non-profit organizations, government entities, or the United Nations Relief Fund. Your contributions will enable us to provide immediate funding for life-saving humanitarian action anywhere throughout CARICOM, making a real difference in the lives of those in need.

UN entities with a primary responsibility for delivering humanitarian aid

The United Nations Development Programme (UNDP), the United Nations Refugee Agency (UNHCR), the United Nations Children’s Fund (UNICEF), the World Food Programme (WFP) and the United Nations Population Fund (UNFPA) have primary roles in the delivery of relief assistance.

The World Health Organization (WHO) coordinates the response to humanitarian health emergencies.

The United Nations Development Programme (UNDP) is responsible for operational activities related to natural disaster mitigation, prevention, and preparedness.

When emergencies occur, UN Resident Coordinators coordinate relief and rehabilitation efforts at the national level.

Helping refugees

The UN Refugee Agency (UNHCR) emerged after World War II to help Europeans displaced by that conflict. The agency coordinates international action to protect refugees and resolve refugee problems worldwide.

The General Assembly created the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to provide emergency relief to some 750,000 Palestine refugees who had lost their homes and livelihoods as a result of the 1948 Arab-Israeli conflict. Today, some 5 million Palestine refugees are eligible for UNRWA services.

The UN General Assembly hosted a high-level meeting on 19 September 2016 to address large movements of refugees and migrants, intending to bring countries together behind a more humane and coordinated approach.

KMFAP CARICOM is striving to have this level of capability throughout the CARICOM by 2036 and hoping to see our internal Relief Fund KCHADP) on the list above for providing Aid throughout the CARICOM, REGION.
