KMFAP CARICOM, CRIME AND SECURITY – OVERVIEW

PROPOSAL BY THE KNIGHT COMMANDER Sir Samuel J Stafford, a distinguished Knight of Malta and Knight Commander of Cyprus, who is leading the charge in designing, implementing, and executing policies, programs, training, and regular seminars to significantly enhance citizen security in CARICOM.

CARICOM’s agenda is based on a safe and secure community for its people, where human rights and social justice are guaranteed. This shared vision of a secure community unites us in our efforts to improve citizen security.

The CARICOM Community Strategic Plan for 2025-2029 identifies eight areas for immediate focus:

Deepening crime prevention initiatives and programs
Facilitating justice reform Under one CARICOM
Pursuing functional cooperative security engagements on standardized training to tackle and manage shared risks and threats, such as transnational organized crime, terrorism, and cyber threats, that pose significant challenges to the security of our CARICOM community.
Enhancing human resource intelligence gathering & a single CARICOM joint intelligence Network Agency (CIA) (CARICOM INTELLIGENCE AGENCY)

Capabilities

Strengthening regional security systems
Strengthening CARICOM borders with a unified CARICOM Coast Guard/ Navy equipped to patrol the entire CARICOM using sophisticated drones, radar, and landing pads. This unified maritime force will ensure the security of our coastal areas, prevent illegal activities such as drug trafficking and piracy, and respond swiftly to naval emergencies, thereby significantly enhancing citizen security.

Enhancing maritime and airspace awareness by implementing a CARICOM air guard, a specialized unit responsible for monitoring and patrolling our airspace to ensure the safety and security of our region.

The KMFAP CARICOM Knight Commander, in close collaboration with CARICOM Member States, Community Institutions, and other regional and international stakeholders, is actively involved in designing, implementing, and executing policies, programs, training, and regular seminars. This collective effort, which highly values your input and expertise, aims to significantly improve citizen security and foster a safe, just, and free Community. Two main policy frameworks are being utilized in this endeavor:

The CARICOM Crime and Security Strategy, a comprehensive plan led by the KICK-AZ GLOBAL Military Defense and IBSSA, aims to address the various security challenges in the region. The Caribbean Action Plan for Social Development and Crime Prevention Vision 2036, on the other hand, focuses on long-term social development and crime prevention strategies.

These plans are benchmarked through a crime and security convergence framework populated by relevant additional policy structures, such as the CARICOM Youth Social Development Action Plan. One of the main issues plaguing society is gun violence; it is my firm belief that this is because of the fascination of youths with firearms. By introducing more high schools promoting paintball shootings and training our young kids today, from Ages 4 to 14, in martial arts, we can significantly reduce crime.

It is because of the fascination of the youths with firearms that we propose to establish more high schools promoting paintball shooting and martial arts training for our young kids, from Ages 4 to 14. This early exposure to non-lethal forms of combat and discipline will prepare them for future roles in the Cadet Force and various security organizations with accredited training academies. Afterward, they would be eligible for a six-year military service, followed by a transition into the police service. This comprehensive program will significantly reduce crime by removing the allure of arms and ammunition from our youth.
This program, which holds great promise for our community’s future, aims to remove the fascination of arms and ammunition from young men and women.

Significant areas for focus in 2025
To enhance citizen security and justice, the KMFAP CARICOM Community will

Pursue functional cooperative security engagements to tackle and manage shared risks and threats with our CARICOM countries by leveraging Sharon intelligence, a specialized form of intelligence gathering that focuses on human sources, technology, and training.
Our strategy also includes strengthening the regional capacity to deal with cyber threats and cyber security. Given the increasing importance of cyber security in today’s social media world, we are well-prepared to mitigate these risks within our KMFAP CARICOM Sovereign community. This reassurance should instill confidence in our ability to maintain a secure digital environment.
